监狱企业基本性质的研究

The Study of the Fundamental Nature of Prison Enterprises

当前，公共管理理论已经在公共领域里得到重视和应用。用公共管理的视角来考察我国的监狱组织，可以发现，监狱这个组织具有“一体两面”的特点，一面是监狱，一面是监狱企业。虽然我国监狱企业具有双重的目标和任务，但借鉴欧美国家和新加坡管理监狱企业的经验，我国监狱企业的基本属性应是非营利性的公共企业。

Nowadays, public administration theory has received more and more attention and application in the public domain. When we examine the domestic prison organization from the angle of public administration, we will discover the binary characteristic of prison as an organization, i.e. it is both a prison and an enterprise. Al- though the prison enterprises in China has the dual objectives and tasks, if we compare the administrative experi- ence of prison enterprises in Europe, the United States and Singapore, we can conclude that the nature of Chinese prison enterprises is non-profit laublic enternrise.
