摘要 提出了基于专家可信度和灰色关联度方法的科技期刊动态评价体系,建立了开放式的期刊指标重要性数据库(专家调查表)、专家信息(专家可信度)数据库、期刊定量和定性指标信息数据库以及期刊综合评价系统.在计算期刊指标权重时,通过可信度算法,结合简化的Delphi法,把专家对指标重要性的定性回答给以定量的计算,最终得出期刊的各个指标权重.在最终评价科技期刊影响力时,应用灰色系统理论,结合灰色关联度算法,计算出各种科技期刊的综合指数. The paper proposes the sci-tech periodical dynamic evaluation system based on expert credibility and grey correlation degree method, and builds a database (expert database)including open periodical index importance, expert information( expert credibility) ,qualitative and quantitative index information,and the periodical comprehensive evaluation system. According to the on-line index importance questionnaire filled out by experts and expert information database, the weights of the expert evaluation by credibility algorithm are calculated. By combining simplified Delphi method, the paper solves quantitatively the problem of experts' qualitative importance to index, and got the index weight of periodicals. In evaluating the ultimate influence of sci-tech periodicals,we combine grey system theory and correlation degree algorithm to calculate the comprehensive index of different periodicals.
