Cultivating Social Mentality Need to Adhere to People-oriented

"以人为本"是突出人的主体地位的科学发展观之核心,高于"以国为本"。相对一切人的整体全面发展,个人的全面发展兼具目标性与工具性双重性质,而且个体发展与集体发展是一种互相促进、互为因果的关系。因此,培育良好社会心态要坚持以人为本,特别是要以个体心态的培育为基础、为起点。为此,就不但要注重打造公平公正的社会平台,提供必要的条件和环境帮助个体通过个人的努力谋求正当利益和满足,而且也应重视在媒体上让真实的民意、民心、民愿成为主流。

People--oriented is the key of the scientific development concept which highlights the people＇s principal posi- tion, and is important more than Nation--oriented. Compared with all people＇s all--round development, personal all--round development has two kinds of function： objection or means. The relationship between them is a kind of mutual promotion, reciprocal causation. Cultivating social mentality need to adhere to people--oriented, especially to pay attention to individual mentality as the basis and as a starting point. For this, we must not only pay attention to building the fair and just social platform, than provide the necessary conditions and environment to help the individual seeking legitimate interests by the personal efforts, but also make true people＇s view, morale and the people＇s wish become mainstream opinion.
