Constructing Harmonious Relationship between Petroleum Enterprise and Local Government under New Circumstances

油地关系是伴随着油田的勘探开发建设而产生的一种社会现象。油地(胜利油田和东营市)关系比较复杂主要体现在:地域不同,处理难度不同;同一地域油地关系反复多变;油地工作涉及的国家政策法律法规及政府管理部门多;油区治安环境好坏,严重影响油地关系;地方建设与油田生产的冲突。构建和谐共赢的油地关系需通过增强整体意识,共促和谐发展;健全法律,依靠法治保和谐;增强沟通机制,搭建互动平台;内外兼修,练好内功建和谐等途径,实现油地双方和谐"互惠双赢"。

Relationship between oil enterprise and local government is a social phenomenon rising from oil deposit＇s explo- ration and construction. This kind of relationship （relationship between Shengli Oilfield and the city of Dongying） varies in the following perspectives： complexity for different geographic regions, diversity even in the same geographic area, involvement with many state policies and regulations as well as government departments, oilfield public security, and conflicts between regional construction and oil production. A harmonious relationship depends on the awareness of the overall situation, a sound law and regulation,an enhanced communication system,and both internal and external efforts to achieve mutual benefits.
