基于流程重组的我国高校考试招生制度改革研究

Research on Chinese College Entrance Examination System Reform Based on Process Reengineering

通过将企业界业务流程重组的思想引入教育管理领域,提出高校考试招生流程重组的内涵是管理思想的转换,具有创新性、非精确性与多向互动性。重组的动因在于社会环境、中国国情、信息技术的发展,并且可与政府宏观管理相容。通过转变管理思想、完善信息技术平台和结合中国国情实施重组,把自主选拔录取和国家统一招生的流程相结合,对实施高校考试招生流程重组的有效路径进行探索,从而既保持了我国统一招生制度的特点,又汲取了世界发达国家和地区先进经验,有利于实现政府宏观管理、考试机构提供服务、高校和学生双向自主选择的考试招生制度。

By introducing the thinking of Business Process Reengineering into education management field, this paper argues that the key to university examination and enrollment process reengineering is the conversion of management thinking, which is characterized by innovation, inaccuracy and multi-directional interactive reorganization. The motivation of the reorganization lies in the social environment, Chinese national conditions, development of information technology, and compatibility with the government＇s macroeconomic management. Independent enrollment and national unity enrollment can be combined through changes in management thinking, improving its information technology platform, and reorganization combined with Chinese national conditions. Such an effective exploration of effective implementation of university examination and enrollment process reengineering path maintains China＇s characteristics of unified enrollment and learns from the advanced experience of the developed countries and regions in the world. It is conducive for government to realize macroeconomic management, for examination bodies to provide services, for colleges and universities, and students to exercise a two-way independent choice.
