The ＂heart＂ management ideologies of Chinese traditional Confucianism, Buddhism, Tao- ism, MAO Ze-dong and so on are systematically sur- veyed by reviewing the previous relevant research. En- terprise manager model is discussed, an enterprise heart management model is developed, and a viewpoint that the highest level of personnel management is the ＂heart＂ management is proposed. The heart manage- ment model is applied to the internal management of China Jilin Earth Gas Group. The enterprise heart management takes Life Quotient, Moral Quotient, E- motional Quotient, Intelligence Quotient and Adversity Quotient （5Q） as the common faith, the increase in salary system as the kinetic energy, the staff promotion as the potential energy, the cultural guidance as the o- rientation and the target decomposition as the process. The mental mode is changed, the staff trains itself ac- tively according to the salary system and actively works according to the target ＂orientation, and the staff is managed by doing nothing. The objective is to assist the human resource management of developing gas en- terprises.
