摘要
印度是发展中国家发展乳业的成功代表。其成功之处,不仅在于因地制宜地发展了世界上最大规模的奶(水)牛养殖和乳品加工产业,而且还在于通过构建包括国家乳制品发展委员会(NDDB)、食品安全与标准局(FSSAI)以及覆盖全国的奶农生产合作社组织在内的分工明确、相互协调的乳品质量安全管理体系,切实有效地保障了印度原料奶及乳制品的质量安全。因此,学习和借鉴印度政府在加强乳品质量安全管理方面的成功经验和有益做法,对于中国完善乳品质量安全管理体系、提高乳品质量安全水平具有十分重要的现实意义。
India is a representative developing country which have a well-developed dairy industry.Its success lies not only on the world's largest buffalo breeding and the related dairy processing industry,but also on the relative excellent dairy quality and safety management system including the National Dairy Development Board(NDDB),Food Safety and Standards Authority(FSSAI) and the nationwide dairy farmers' cooperatives,which effectively guarantees the quality and safety of raw milk and dairy products in India.Therefore,learning India's successful experience and good practices in strengthening the management of dairy quality and safety has important practical significances for China to perfect its own dairy quality and safety management system and improve the level of dairy quality and safety.
