中国智力＆资本密集人群海外移民给中国带来的风险分析

Risk analysis of China’s Emigration:the Intellectual and Capital-intensive Crowd

我国新一轮海外移民潮的出现已引起国内外学者的广泛关注。探究中国智富阶层海外移民带来的风险及风险规避对策,不仅可以丰富移民研究理论,还可以为政府制定防范措施提供理论依据。本文运用推拉理论和风险理论,从中国智富阶层海外移民的原因入手,重点在于分析技术移民和投资移民给中国带来的风险,包括人才结构失衡风险、贫富差距拉大风险、国内投资萎缩风险、金融风险等,同时运用了量化的方式来评估风险的大小,最后给出规避风险的对策及建议。

China＇ s new round of overseas emigration has attracted extensive attention from scholars. Explore the risks brought by the emigration of intellectual and capital-intensive crowd and take measures to avoid risks can not only enrich the theory of migration studies,but also provide a theoretical basis for the Government＇s preventive measures. This paper uses the push- pull theory and risk theory,starting with the reasons of China＇s new overseas emigration,and take importance on the risk analysis of skilled emigration and investment emigration, including risk of personnel structure imbalance,widening gap be- tween the rich and the poor, atrophy of domestic investment,financial risk and so on. At the same time,we use a quantifiable way to assess the size of the risk. Finally, give our suggestions to avoid the risk.
