清朝政府清水江林木市场经济调控法律制度研究

On the Laws of Economic Regulation in the Timber Markets of the Qingshuijiang River Area during the Qing Dynasty

清代清水江木业市场的形成与国家对木材的需要有关,国家权力的介入便不可避免。而国家权力直接进入该地区后,政治、经济、文化、生活模式才发生本质的变化。但从国家角度来看,就林业经贸活动本身不应该、也不可能全面地介入,清政府对清水江流域的经济开发和调控主要集中在两个方面:一是雍正年间及以后的疏浚清水江河道,以利木材流通,为木材采运贸易的繁荣创造了有利条件;二是建立市场中介制度,扩大经营规模,政府"坐收重税",使清水江流域木材贸易的秩序得以建立。

Since the formation of the timber markets in the Dynasty was concerned with the timber needs of the state, markets was unavoidable, which brought essential c tyle in the areas. From the national point of view, hanges Qingshuijiang River areas during the Qing the intervention of the state power to the to the politics, economy, culture and lifes- however, such power should not and could not get totally involved with the timber trade activity. The Qing government focused on two aspects for the e- conomic development and regulation of the Qingshuijiang River areas. Firstly, the Qingshuijiang river channel was dredged up for timber circulation during the Yong Zheng reign, creating favorable condi- tions for prosperous timber trade. Secondly, market intermediary system was introduced and estab- lished for the expansion of the trade scale and rich taxes, making the order of timber trade in the area.
