摘要
文章分析了我国真正意义上的职业农民缺少的主要原因,提出让从事农业的农民真正职业化的四条对策,即要使职业农民成为农村新型经营主体,要把解决今后"谁来种地"作为战略性问题提上政府的议事日程;国家要尽快制定培育职业农民的政策、法规,营造职业农民培育、发展的条件和环境;要改革现行教育制度,加大职业农民的教育培训力度;要建立我国职业农民的资格认证和注册执业制度。
The paper analyzed the true sense of rare professional farmers and the main reason of lack- ing professional farmers in China. Then, it presented four countermeasures to solve how to help farmers to be professional, such as help professional farmers become the main body of new rural management, and present the question of "Who will plant ?" as a strategic issue on the government's schedule; the government should establish policies, laws and regulations soon, so as to build the environment for professional farmers~ educa- tion and development; reform current education system and strengthen the education and training; establish professional farmers" qualification and registered practice system.
