区域低碳创新系统的内涵、特征及其政策选择

Connotation and Features of Regional LC Innovation System and Its Policy Choice

基于全球气候变化、节能减排、发展低碳经济的战略要求,区域低碳创新系统以科学发展观为指导,以低碳技术创新和低碳制度创新为基本抓手,提升低碳创新能力,有效整合区域低碳创新资源,促进两型社会建设。区域低碳创新系统作为面向低碳要求的区域创新系统,具有多样性、差异性、整体性、层次性、客观性与自组织性、开放性与根植性、低碳性等特征。区域低碳创新系统构建目的是服务于国家低碳经济、低碳社会发展要求,应从国家政策层面的战略高度,在空间层次、产业结构性、资源流动性、基础研究等方面选择对策措施,助推国家和区域低碳创新系统构建。

Based on strategies of global climate change, energy conservation and emission reduction, and devdoping LC economy, depending on the innovation of LC technology and system, under the guidance of Scientific Outlook on Development, the RLIS enhances the LC innovation capability and integrates the regional LC innovation resources to promote the construction of the resource-economical and environment-friendly society. As a system catering to LC requirements, RLIS has the following features： diversity, othemess, integrity, hierarchy, objeclivity, self-organization, openness, embeddedness, LC, etc. Building RLIS aims at serving requirements of national LC economy and LC society development. Based on strategy of national policy, countermeasures will be chosen from fields of spatial level, industrial constitutive property, resource mobility, fundamental research,etc, which promotes the construction of national and regional LC innovation syslem.
