辽初中书令虚设的不可能性探析

On the Impossibility of the Nominal Establishment of the Head of the Secretariat In the Early Liao Dynasty

辽初中书令是在契丹建国前后复杂的政治环境下,从唐朝职官体系中引入辽朝南面官系统的。其设置具有特殊的历史条件及必要性。这决定了它在此段时期内发挥职能的必然性。在辽初确立的"因俗而治"治国方针下,中书令更难逃贯彻国策之重任。然而,目前辽史研究者们较多认为中书令仅为"虚衔",甚至否定其隶属机构——中书省职能的存在。对此,也有少数研究者持不同观点,但辽史研究界还没有对这些反对意见进行驳斥。因此,对此问题仍需进一步研究。

The Head of the Secretariat in the early Liao Dynasty was introduced trom clvman oinclal system ul Tang Dynasty to the south official system under the complex political environment of the establishment of Khitan. The establishment of the position was decided by the special historical condition and the necessity, and it played the important role in the period. The Head of the Secretariat had to carry out the national policies under the policy of ＂ruling according to customs＂ made in the early Liao Dynasty. However, at present, most of the scholars researc- hing the Liao history think that the Head of the Secretariat was nominal. They even deny the existence of the subor- dinate agency - the secretariat. There are also a few scholars who disagree with the view and in the circle of the Li- ao history no one refute the counterview. So, it is necessary to study the issue.
