论公用事业民营化与政府责任

公用事业民营化将私营部门及其经营理念引入到公共物品的供给中,这在很大程度上改善了公用事业产品种类和供给主体单一、效率低下的局面,但是随着市场的强化与政府的淡出,市场经营主体的自利性与公用事业的公益性这一对新的矛盾凸显,部分产品和服务价格涨幅过大、质量下降,甚至出现供给主体缺位等现象。因此,重新梳理民营化与政府责任的相关理论,界定清晰的公用事业民营化边界,明确政府责任,发挥政府这只看得见的"手"的功能,将有益于促进民营化中公共利益的实现。
