Innovative Discussion on Sustainable Management Ideas of Ecological Public-welfare Forests

本文对三明市的生态区位、生态公益林经营现状、存在问题以及生态林质量效益的评价进行分析,重点从完善法规制度、拓宽补偿资金渠道、科学制定生态效益评价体系、放宽区位内人工林经营利用、实施国家赎买或租赁政策等几个方面探讨了生态公益林的可持续经营新理念,意在为生态林保护、经营利用、科学管理提供依据。

In this paper, the ecological position of Sanming City, present management situations of its ecological public- welfare forests, existing problems and the quality and benefit evaluation of the ecological public-welfare forests were analyzed. New ideas regarding sustainable management of the ecological public-welfare forests were focused on and discussed from the aspects of perfecting laws and regulations, expanding compensation fund channels, scientifically formulating the ecological benefit evaluation system, loosing restrictions on management and utilization of the plantations in the region, and implementing policies on state purchase or lease. The aim was to provide basis for the protection, utilization and scientific management of the ecological public-welfare forests in the city.
