对预算软约束理论的评析

Comment and Analysis of the Theory of Soft Budget Constraint

本文综述了“预算软约束”有关理论 ,介绍了钱颖一与 a.Rolard GF 1 998年建立的三级科层预算软约束模型 ,该理论是用来解释中国转型经济中的有关问题 ,认为财政分权有利于加强对预算约束程度 ,地方政府改革的动力来自于财政分权和地区间竞争 ,而地区间竞争又引发了民营化 ,从而硬化企业预算约束。最后简要评析了该理论 ,归纳出了预算软约束理论发展的两大特点。

This paper comprehensively deals with the theory of soft budget constraint and introduces the theory of three level hierarchy soft budget constraint.In the end the author appraise the theory and deduces two characteristics of the development of soft budget constraint.
