摘要 在农村自有房屋征收估价实务中,一般采用成本法进行估价,因此,确定房屋的成新率是决定被征收房屋价值的关键因素。引用了年限法、模糊综合评判并结合专家意见法,根据房屋的结构、装修、设备等三个重要组成部分的完好、损坏程度等实体状况,分析确定房屋的成新率,有效地减少了房地产估价师的主观性,科学合理地对农村房屋成新率进行了定量评判,更加合理地确定了被征收房屋价值。 In the practice of expropriation estimation for rural owner - occupied housing, the cost valuation method is generally used. Therefore, it is the key factor to determine the newness rate of the house. The paper quotes the age - life method and fuzzy comprehensive evaluation and expert opinion method, based on the building structure, decoration, equipment and their damage degree and entity status, to determine the newness rate of the house. It could effectively reduce the subjectivity of the real estate appraisers, and confirms the ne-wness rate of the rural houses scientifically and reasonably by quantitative evaluation, and determines the value of the expropriating building more reasonably.
