On Deng Xiao-ping's Thought of Political System Reform from the Perspective of Political Systems Analysis

在邓小平语境里的"政治体制"既包括基本政治制度层面,也包括具体的体制层面。在基本制度层面,邓小平政治体制改革的制度目标,在于建立和完善与经济体制改革的发展要求相适应的社会主义基本政治制度;在具体体制层面,其制度目标在于对我国基本政治制度自身的革新和完善,推动其制度化、程序化和科学化,从而优化政治系统的具体运作。从制度维度来看,尽管两个层次侧重点不同,但在政治体制改革的具体实践中,二者相互联系、密不可分;就价值维度而言,两者统一于实现社会主义民主的价值目标。在邓小平政治体制改革的思想里,社会主义民主不仅作为一种价值理想,同时具有建构社会主义主流价值话语、维护社会主义话语主权的功能性考量。

In the context of Deng Xiao-ping＇ s thought of Political System Reform, ＂Political System＂ as a terminology includes both the horizon of fundamental regime and the horizon of specific political structure. In terms of basic political system, a regime goal of Deng＇ s thought of political system reform is to build the basic socialist political system that meets the development requirements of the economic system reform; in terms of specific political system, a regime goal of Deng＇ s thought of political system reform is to reform and innovate the political system already in existence, so as to optimize the specific operation of the political system. Al- though the two have differences on particular emphasis, they are interrelated and inseparable in the concrete practice of the political system reform from the systematic dimension. Concerning their value goals, Deng Xi- ao-ping＇ s thought of political reform is to promote the value of socialist democracy. Meanwhile, socialist de- mocracy is not only a certain value？ or ideal, but also has a functional consideration to construct the socialist mainstream values and to safeguard the sovereignty of socialist ideology.
