Despite higher previous estimates by ,experts, the annual session of the National People＇s Congress, held in arch, set the 2013 GDP growth target at 5%, slightly lower than the actual 2012 erformance of 7.8%. The indication is lat the top priority for economic growth is change of the growth mode and restructring, rather than high speed.
