关于领导干部政德建设的几点思考

Reflections on the Political Ethics Building for Leading Cadres

政德是领导干部的从政之德。中国共产党领导干部的政德既要反映履行公共权力所必须遵行的职业道德规范,也内在地体现着党的性质、宗旨和使命的要求。党加强政德建设是巩固党的执政基础,匡正民风、引领社会风尚,从源头上预防腐败、爱护和保护干部的迫切需要。党的政德建设的历史启示是,党既要发挥政治素质对干部政德建设的决定性作用,又不应轻视道德品行问题;党既要注重政德建设主体的主观能动作用,又不应忽视道德他律性的特征,要重视制度、法律对政德的约束作用。新形势下加强政德建设,要积极探索建立与社会主义市场经济体制相适应的政德规范体系;加强政德的教育和养成;加强政德的硬约束,形成有利于政德建设的制度和法律机制。

Political ethics refer to the ethics for leading cadres to do politics. Political ethics for leading cadres of the Communist Party of China both need to reflect the professional ethics to serve in public office and intrinsically embody the Party＇ s nature, goal and mission. The Party＇ s strengthening of its political ethics building is an urgent necessity to consolidate the Party＇ s base for governance, to rectify social mores, to lead social fashions, and to prevent corruption from the root causes and therefore to take care of and protect cadres. The historical inspirations of the Party ＇ s political ethics building are as follows ： the Party should not belittle moral issues while exerting the decisive effects of political caliber on political ethics building for cadres; and the Party should not overlook the heteronomy feature of ethics, therefore attach importance to the constraint effects of institutions and laws, while paying close attention to the subjective initiative of the subjects of political ethics building. To strengthen political ethics building under new situations, we must actively explore to build a political ethics system that is adaptive to the socialist market economy, enhance education and cultivation of political ethics ; reinforce hard constraints for political ethics and establish institutions and legal mechanisms that are beneficial to political ethics building.
