中国城镇化质量评价研究述评

A Review of Literature on Urbanization Quality Evaluation

进入21世纪以来,中国城镇化以年均提高1.35个百分点的速度快速推进,但中国城镇化速度与城镇化质量不匹配,各种城镇化问题和矛盾日渐凸显出来,城镇化质量已成为备受关注的热点问题。自叶裕民2001年开启城镇化质量定量评价研究以来,特别是2005年以来,有关城镇化质量评价研究的文献明显增多。不少学者构建了综合评价指标体系,采用层次分析法、因子分析法、熵值法等多种方法,分别对全国、省域、地级市、县级市等不同空间尺度的城镇化质量进行了综合评价,并取得了丰富的成果。但对城镇化质量内涵的理解尚未形成共识,指标体系尚不完善,当前亟需加强评价标准的适用性、评价结果的可比性和应用性。为此,必须在基础理论和评价方法上进一步深入研究。

Since the beginning of the 21st century,the urbanization in China has been rapidly advancing with an annual average increment of 1.35 percentage points;however,this high speed does not match the quality of urbanization.With so many problems and contradictions increasingly prominent,urbanization quality has become a hot issue attracting much attention.The literatures on urbanization quality evaluation have increased significantly since Ye Yumin gave a quantitative evaluation in 2001.Many scholars built index systems for urbanization quality evaluation,using analytic hierarchy process,factors analysis,entropy method,respectively at different spatial scales such as the whole nationwide,provincial regions, prefecture-level cities,county-level cities,and fruitful results have been achieved. But there is not even a consensus on the definition of urbanization quality;both the index systems and evaluation criteria for urbanization quality should be improved for better application;and the evaluation results should be optimized for better comparability and applicability. For these reasons,it is necessary to promote further study on basic theory and evaluation methods of urbanization quality.
