摘要
管理体制问题属于管理学领域,涉及组织的范畴,其中的"管理",是指在某一组织中,为实现目标而从事的对人与物质资源的一种协调活动,是有效达成组织目标的一个过程,体制就是组织机构及其运行机制的总称。因此,组织机构是发挥管理功能、达成管理目标的工具,是管理体制的依托。进行系统的理论研究和学习,就可以找到产生问题的根源,并从根本上解决改革的难题。
Management system problem belongs to the field of management science which involves the scope of the organization."Management" refers to an organization that a coordinating activities to achieve the target in the human and material resources.It is effective to achieve organizational goals.The system is the general term for the organization and operating mechanism.Therefore,the organization is a tool to play management functions to achieve management objectives.Based on the systematic theoretical,we can find the root causes of the problem,and a fundamental solution to the problem of reform.
