摘要
本文论述了长江上游地区退耕还林 (草 )的重大意义及其紧迫性 ,在此基础上 ,提出了实施的对策。
In this paper, the urgency and significance for turning crop field back to forest in upper reaches of the Yangtze River were elaborated and the countermeasures for the practice were proposed.
