Leading and administrative capacity is a fundamental quality for the military commanding officers. With the widespread and application of high technology in military, joint operation has become the main genre of war. The combating capacity generating mode is being transformed and the environment and conditions for military construction are undergoing great changes. All these put forward higher requirements for the leading and administrative capacity of commanding officers. This article brings forward such measures as careful selection of candidates, proper staffing of managerial personnel, centering on both internal and external quality, emphasizing the unity of knowing and doing, and improving relating system and regulations, which are effective to the cultivation of leading and administrative capacity for the elementary commanding cadets.
