Review on Important Reforms in Land and Resource Management in 2012

国土资源管理加强顶层设计、部省合作、部门协作,加快新制度供给,构建国土资源管理新格局;通过"1+8"保发展、重激励保耕地、多措施保民生等方面管理改革,扎实推进"双保工程";通过找矿行动稳定资源供给、地勘改革激发找矿活力、市场建设优化资源配置等方面制度创新,持续推进找矿突破,稳定矿政管理。

For land resource management, this paper main introduces that we should strengthen the top-level design, the province-ministry cooperation, and cooperation between departments. We also speed up the system supply of new system, and build new pattern of land and resources management. We will make solid progress in double protecting engineering （namely, maintaining economic growth, and protecting ＂red line＂ of the cultivated land） through the reforms of ensuring the development via the combination policy of ＂1＋8＂ （1 means annual incremental arrangement of construction land; and 8 means 8 ways to expand the new construction land space）; protecting arable land by attaching more importance to incentive mechanism; ensuring people＇s wellbeing using more measures. At the same time, we should continue to promote prospecting breakthrough and stabilize mining administration based on the institutional innovation such as stabilizing resource supply through prospecting operations, stimulating prospecting activity with geological prospecting reform, optimizing allocation of resources via market construction.
