论政府公信力及其伦理建构

On the Public Trust in Government and its Ethical Construction

政府公信力问题是目前学术界关注的热点。政府公信力是政府获取公众信任的一种影响力,它包括政府政策公信力、政府行为公信力和政府绩效公信力三方面内容。新中国成立以来,我国各级政府公信力得到了持续改善。但离"信任政府"还有一定距离。其原因主要是:行政道德缺失,制度与机制不健全,行政行为失范。政府公信力不仅仅是政治学与管理学范畴,它与行政伦理有着天然联系,因此,以行政道德为突破口,提高行政人员的道德素质是提升政府公信力的有效路径。具体而言,就是要强化行政人员的服务意识、责任意识和诚信意识,推进行政道德制度化,完善行政伦理监督与评价机制,最终实现政府公信力的有效构筑。

The issue of public trust in government is a hot topic in the current academic circles. It refers to the powerful of influence of the government to win the trust of the masses, including the three areas of trust of government policies, trust of government be- havior and trust of government efficiency. Since the foundations of new China, the public trust of the Chinese government at all levels experience continuous improvement. However, there is a certain gap to cover before a ＂trust government＂ can be established. The major causes are as follows., moral deficiency of administrators, imperfection of the system and mechanisms, behavior anomie of the administration. The public trust of government does not only exist in the political and administrative categories, but it is also natural- ly related to administrative ethics. Therefore, with the administrative morality as the point of breakthrough, to improve moral quali- ty of the administrators should be the properly efficient way to upgrade the public trust of the government. To be specific, it is imper- ative to enhance the sense of public service, responsibility and sense of personal integrity of the administrative personnel, so as to pro- mote the moral system of the administration, to perfect the administrative ethical supervision and appraisal mechanism, and all in all to realize the effective construction of public trust of the masses in the government.
