低碳经济评价指标体系构建及权重分析

Study on Low Carbon Economy Evaluation Index System and Weight Coefficients by Using the AHP method

科学合理的评价指标体系是低碳经济建设的重要组成部分。本文构建了低碳经济发展的评价指标体系,采用层次分析法(AHP)计算了低碳经济评价体系各项指标对总目标的权重,并以"两型社会"实验区的核心城市湖南长沙市为例,计算评价了该市近年的低碳经济发展水平。研究显示长沙市低碳经济发展取得了明显成效,但是国际金融危机对低碳经济发展形成了较大的冲击。实证分析表明,本文所构建的低碳经济评价指标体系具有科学性和可操作性。

Scientific evaluation index system is an important component of low carbon economy development. First, this article es- tablishes a low carbon economy development evaluation index system, and calculates the weight coefficients of the indicators by using the analytic hierarchy process （AHP） method. Then, it takes Changsha city as an example, evaluates its development of low carbon economy in recent years. The result shows that the low carbon economy development in this city has obtained an apparent effect,but the international financial crisis has caused an impact on the development of low carbon economy. The empirical analysis indicates that low carbon economy evaluation index system which established here in this article is scientific and applicable.
