The highway market-oriented development of government regulatory reform

在考察国内外高速公路市场化改革理论与实践的基础上,分析了高速公路市场化改革发展进程中政府职能由行政管理向行业监管的必然转变,针对高速公路市场化发展中政府监管未得到应有重视,监管体系需要改革完善;监管未形成有效机制,监管环节需要尽快加强等问题,提出建立专业、独立的监管机构,明确政府角色;完善相关法律法规,明确监管内容;建立完整的监督机制,开发监管手段等建议。

On the basis of visits at home and abroad highway theory and practice of market--oriented reforms, the article analyzes the necessity of government functions by administrative changes to the regulation of the industry in the process of the highway market -- oriented reform and development. In terms of the situation that emphasis have not been put on government supervision in highway market--oriented development, the regulatory system needs reformation and needs to be improved; effective mechanism in govern- ment supervision has not been formed, the link of supervision need to be reinforced in a rapid way. This article proposes some recom- mendations that professional and independent supervision and regulation agencies need to be established, the role of government should be proposed in a clear way; relevant laws and regulations must be improved, the contents of supervision should be clarified; o- verall supervision mechanism must be established, means of supervision should be developed.
