江苏、浙江和上海各地(市)农业技术效率比较研究——基于共同随机前沿分析的实证 被引量:4

A comparative study on the technical efficiency among the prefecture-level cities in Jiangsu,Zhejiang and Shanghai——based on the Meta-stochastic Frontier Anahysis Model

摘要 我国推行农业产业化政策的主要目标是进一步解放和发展农业劳动生产力,而解放和发展农业劳动生产力的根本是农业技术的进步和农业技术效率的不断提高。以江苏、浙江和上海各地(市)为样本,引用Battese等提出的随机前沿和共同前沿生产函数分析方法,分别测算了长三角地区各地(市)和非长三角地区各地(市)农业生产技术效率水平和技术缺口比率。研究发现,两类地区的农业生产技术水平存在明显的差异,长三角地区高于非长三角地区;在农业技术效率方面,两个地区的共同前沿技术效率相差不大,长三角地区的技术效率表现为技术诱致型,而非长三角地区的技术效率表现为传统优势型。另外,在两类地区内部,农业技术水平和技术效率也存在着不平衡现象. The main purpose of implementing agricultural industrialization policy is to free and develop the agricultural labor productivity after Rural Reform in 1978. These are dependent on the progress of agricultural technologies and the continuous improve- ment of agricultural technical efficiency. Using the panel data of the prefecture-level cit- ies in Jiangsu, Zhejiang and Shanghai during the period of 1996-2010, this paper applies the stochastic and meta frontier production function proposed by Battese et al. (2004) to calculate the agricultural technical efficiency and technology gap ratio respectively for two different kinds of areas, namely the Yangtze-River-Delta-located prefecture-level cities (YRDLPLC) and the non-Yangtze-River-Delta-located prefecture-level cities (NYRDLPLC). The results show that the two kinds of areas are significantly different in their agricultural technological level, with that of the YRDLPLC much higher than that of the NYRDLPLC; however, they are not so much different in their agricultural technical efficiency, with that of the former being technology-induced type and that of the latter being traditional-advantaged type; furthermore, the inner cities of the two kinds of areas are not balanced in agricultural technologies and technological efficiency.
