摘要 科学资源分配对于一个国家科学研究活动的整体效率和科学创新能力提高都起着尤为关键的作用。本文在我国建设创新型国家这一背景下,从资源投入及分布状态、宏观管理结构、投入方式及机制、微观管理机制四个层面认真反思了我国现有科学资源分配体系的现状及所存在的问题,并就如何解决现有科学资源分配体系所存在问题提出了对策建议,以期对我国科学资源分配体系的未来发展路径提出新的思考和建议。 Resource allocation for scientific research activities plays a particularly crucial role in improving a country's scientific innovation overall capacity and efficiency.In the context of building an innovative country,the paper seriously reflect the problems of our country's current status of scientific resources and the distribution system from the four following aspects:the input of resources and distribution,macro-management structure,input methods and mechanisms,micro-management mechanism.Then tentatively provides some pieces of advice on how to resolve those problems aiming to give some help to improve the current scientific resource distribution system.
