中原经济区新型农村社区建设的困境与出路——基于河南省的调查

Dilemma and Outlet of the Construction of New Rural Communities in Zhong yuan Economic Zone——Based on Investigation in Henan Province

目前河南省各地在新型农村社区建设中探索不以牺牲农业和粮食、生态和环境为代价的新型城镇化、新型工业化、新型农业现代化"三化"协调科学发展的路子,是从根本上破解"三农"问题的根本出路。河南新型农村社区建设虽然取得了一定的成绩,目前还存在认识不到位、资金来源单一、农村集体土地政策需要改革、经济发展需要产业支撑的困境与问题。要加快新型农村社区建设的步伐,必须因地制宜选择合适的发展模式;科学合理规划;建立多元投资模式和良性融资渠道;盘活土地资源,提高土地开发利用的效益;积极推行农村集体土地改革,提高农民在土地增殖中的收益;强化产业支撑,解决民生问题。

Henan Province over the construction of new rural communities to explore,not at the expense of agriculture and food,ecological and environmental cost of new urbanization,new industrialization,new agricultural modernization 'three' coordinated scientific development road,is fundamentallythe fundamental way to crack the 'three rural' issues.Henan new rural community development has made a certain amount of experience,understanding is not in place,a single source of funding,the need to reform the rural collective land policy,economic development needs of industry support for the plight and problems still exist.To speed up the pace of construction of new rural communities,you must select the appropriate mode of development in the light of local conditions;scientific and rational planning;Create a diversified investment mode and benign financing channels,to make an inventory of land resources,land development and utilization of benefits;actively promote the reform of the rural collective land;strengthen the industry support to resolve the issue of people's livelihood.
