Enterprises guide all the operational activities through performance management. This paper discussed the mission statement and its function on performance management. It elaborated the meaning and function of strategic, tactical, and operational goals, and exploring the significance of economy and market, the application of ＂3Es＂. It focused on the index of performance management in both financial and non-financial index.
