论美国对华贸易保护主义政策——基于马克思对外贸易政策理论

马克思对外贸易政策理论认为资本主义无论推行何种贸易政策都与其国家利益息息相关。自由贸易的本质是"资本的自由",是服务于垄断资本的幌子;贸易保护主义政策的本质是为了维护国家自身利益。中美建交以来,美国对华推行的贸易保护政策从未间歇并随着中国经济的崛起,有愈演愈烈的趋势。全球经济环境背景以及美国自身的国家利益要求决定了其对华推行何种贸易政策。因此,中国应从改变对外贸易战略、积极发展国际服务贸易,提升服务贸易国际竞争力、发挥政府宏观调控作用等多元途径探讨应对策略。

The nature of free trade is the freedom of capital services in the guise of monopoly capital; the nature of trade protectionist policies is to safeguard national self-interest. America＇ s trade protection policy to China has never been intermittent since the establishment of Sino-US diplomatic relations, and with the rise of the Chinese economy, it has intensified the trend. The context of the global economic environment as well as the United States＂ own national interests require the decision of China to implement what trade policy. Therefore, China should change the strategy of foreign trade, the positive development of international trade in services, to enhance the international competitiveness of trade in services, play the role of the government＇s macro-control multi-ways of coping strategies.
