摘要
各省、自治区、直辖市在实施少数民族高考优惠政策时,优惠形式、幅度和标准不一,导致少数民族和汉族考生之间、少数民族考生之间存在受教育权的平等保护问题,应进一步根据少数民族考生所在地、所使用的语言、所属民族的特殊性、与汉族的融合程度等因素细化已有的加分或降分政策,民族班和预科班酌情实行各少数民族名额分配制,各地的优惠政策在保持差异性的同时兼顾一定的统一性。
In implementation of the preferential policy for minority students in the College Entrance Examination,different forms,margins and standards are adopted in different provinces,autonomous regions and municipalities directly under the Central Government,which leads to the problem of protection for the right to equal education between minority and Han students as well as among minority students.The existing policies of extra credit or lowering credit should be improved according to factors including hometown,language,ethnic characteristics and integration with the Han people of minority students,allocation system should be set up in ethnic and preparatory classes,and local governments should try to combine diversity with unity in implementing preferential policies.
