地方国有资产监管与运营困境突破

地方国有资产管理体系作为整个国有资产管理体系的重要组成部分,对于国有资产管理具有重要作用。与实践中地方政府积极探索国有资产的监管与运营相比,理论界对此目前还没有给予应有的关注。在"统一所有,分级代表"体制下,地方国有资产监管和运营无论是在地方国资委组织建设还是在监管中的国有资产运营平台公司及其董事会建设,以及监管范围等方面都取得了不俗的成绩。同时,受制于国有资产管理体制、国有资产经营目标选择、地方政府与中央政府职能转变及其两者之间关系,地方国有资产监管和运营也暴露出了较多的问题。如何完善地方国有资产管理体制成为突破地方国有资产监管和运营困境的探索道路。

As an important part of the entire state-owned assets management system,the local state-owned assets management system has an important role in the management of state-owned assets.Under the system of ＂The central government and local governments to fulfill the responsibilities of investor on behalf of the State,enjoying owner＇s equity,rights,obligations and duties and administering assets,personnel and other affairs of combining state-owned assets management system＂,the supervision and operators of the local state-owned assets have achieved good results.However,because of many restricted factors,there are many problems in the local state-owned assets management system.It is urgent to innovate and perfect the local State-owned Asset Management.
