援疆工作的重点转移变化研究

Research of Border Aid Shift Working Emphasis Changes

采用定性与定量的方法分析1997年至今对口援疆工作的重点转移变化,结果表明:援建的重点由单一的干部援疆过渡到干部援助与经济援助相结合,进一步扩展到经济、科技、教育、医疗、文化等方面的大范围援助,继而转变为以保障和改善民生为落脚点,加快基础设施建设,人才、技术、资金、科技等全方位对口支援;运用聚类分析的方法,对全疆85个县市的经济社会发展水平进行分类,针对每一个类型县市都有相应的援助方式、援建的重点方向,突出了援疆工作的针对性、有效性、可持续性。在此基础上,简要分析援疆过程中存在的问题,并提出了对策建议。

The counterpart border aid shift working emphasis changes since 1997 is analyzed by means of qualitative and quanti- tative methods. The results show： （ 1 ） the key to construction aid from single cadre border aid transition to the combination of cadres assistance and aid, to further expand economic, science and technology, education, health, culture and other aspects of the great the scope of assistance, and then change to the protection and improvement of people＇s livelihood as the foothold, accel- eration of infrastructure construction, talent, technology, fund, science and technology and other comprehensive targeted aid; （2） by using the method of cluster analysis, 85 counties and cities of Xinjiang in the level of economic and social development are classified, every type of counties and cities has the corresponding way of assistance, and the main targets, with job perti- nence, effectiveness, sustainability. Finally, border aid problems existing in the process are analyzed, and detailed counter- measures are put forward.
