摘要
网民政策评议焦点的形成是网民政策态度的集中呈现。依据网民政策态度呈现特性,结合网络媒体抽样,分析近3年的具有代表性网络公共政策议题分布于12个主要网络媒体的网民评议逾500万条数据,从政策议题的新闻原创跟帖量、级联跟帖量、发博客数量、发微博客数量、新闻转载量、网络媒体分布、评议时间跨度这6个维度构建"网民政策评议焦点识别模型"。进一步通过可获取数据集验证模型,提出网民政策评议议题焦点指数计算方法。
The Internet plays as a platform for the Internet users to express their policy attitudes. The focus of netizens" policy comment is very important for understanting their attitudes. This paper analyzed a large number of comments of netizens on representative public policy issues located in 12 major online media from June 2009 to January 2012. Then, six dimensions, the amount of original reply and cascaded reply, the amount of blog and micro-blog ," volume of news" reprint, media distribution and time span, were selected to constitute " the Recognition Model of Netizens" Policy Comment Focus " . Through further validating the model by available data sets, the paper proposed the calculation method of Netizens" Policy Comment Focus Index.
