实施基本药物制度对基层医疗卫生机构发展的影响

The Influence of Essential Medicine System to the Development of Basic Medical and Health Institutions

目的:研究基本药物制度对基层医疗卫生机构发展的影响。方法:调查湖北省75家基层卫生服务机构2009-2011年门诊和住院业务量以及机构和人员收入。结果:与2009年相比,2011年被调查机构平均门诊人次增加了32.42%,住院人次略有下降;平均总收入、业务收入、财政补偿收入分别增长了35.28%、16.18%和94.46%;在编人员和非在编人员工资分别增长了24.22%和27.96%。结论:实施基本药物制度后,基层医疗卫生机构没有出现病人流失,机构和人员收入有所增长。应保障财政补偿,完善绩效工资制。

Objective： To study the influence of essential medicine system to the development of basic medical and health institutions. Methods： A survey was conducted on the numbers of the outpatients and inpatients and the institution and personnel incomes of 75 basic health service institutions in Hubei province from 2009 to 2011. Results： The number of outpatients increased by 32.42% and inpatients slightly declined in 2011 compared with those of 2009 ; the average gross income, the business income and the financial compensation income increased by 35.28% , 16.18% and 94.46% respectively; the wages of both permanent and non-permanent staff increased by 24.22% and 27.96%. Conclusion： After the implementation of essential medicine system, the numbers of outpatients and inpatients in basic medical and health institutions were stable. Both institution and personnel incomes increased. Financial compensation should be assured and the performance salary system should be improved.
