摘要 既有铁路应急通信系统功能相对单一,使用和管理上存在很多不便,特别是铁道部应急指挥中心与各铁路局应急指挥分中心之间接续便捷性较差,往往影响突发事件处理的时效性。提出一种功能丰富、使用方便、开通快捷的新型铁路应急通信系统方案,并制定配套的测试方案,实现对安装在各级应急指挥中心及现场的设备进行功能和性能测试,确保新型铁路应急通信系统的有效性和可靠性。 The existing railway emergency communication system is relatively simple,there are a lot of inconvenience in the use and management. Especially, the contact between emergency command center of Ministry of Railways and the emergency command sub-centers in railway administrations is not convenient, which always influences the timeliness when emergency is handled. This paper presents a new type of railway emergency communication system which is feature-rich,easy to open,use,a corresponding testing scheme is also proposed to test the functions and performance of the devices equipped in different levels of emergency centers and the fields in order to guarantee the effectiveness and reliability of new type of railway emergency communication system.
