Urban planning administration is the process of organizing, directing and controlling urban development projects'. With this as point of departure, the article proceeds to point out two forms of planning administration:the active administration and the passive administration; followed by respective discussions on the three major functions of planning administration viz. organizing, directing and controlling. Finally, it describes the dynamic process of planning administration-the integral manifestation of the three major functions from which a planning administration process model is proposed.
