摘要
提升北京的城市服务管理水平,是发挥首都功能作用、再创首都发展新优势的重大举措。当前,北京的发展面临交通、人口、环境等特大城市的共性问题,同时存在城市运行压力逐渐增大、管理机制落后、管理成本较高和信息化程度不足等个性问题。鉴于此,目前应围绕建设"人文北京、科技北京、绿色北京"的战略任务,坚持统筹兼顾、注重效率、多元治理、服务管理并重、智能优先等原则,在网格化管理、大部制改革、开展政府购买服务和市级综合配套改革试点等方面,以通州副中心建设、治理交通拥堵、人口管理和社区邻里中心建设为重点领域,推进首都的服务管理体制综合配套改革。
To improve the level of urban service and management of Beijing is an important act in playing power capital function and re - creating advantages of new development. Currently, traffic jam, population control and refuse disposal, etc. are common problems of Beijing and other megalopolis. And, the increasingly city operation pressure, outdated management mechanism, high administrative cost and low level informatization, etc. are individual problems of Beijing. We must closely around the strategy of "environment -friendly Beijing, culture -enriched Beijing and technology - empowered Beijing" and adhere to principles of making overall consideration, paying attention to efficiency, multiple governance, paying equal atten- tion to service and management, and intelligent priority, etc. In respects of griddized management, huge ministry system reform, government procurement of services and municipal comprehensive reform pilot programs, we must promote urban service and management system reforms which focus on the constructing of Tongzhou vice -center, traffic congestion control, population control and the building of neighborhood center in community.
