也论国有经济与私营经济的不平等竞争

On the Unequal Competition between the State-owned Economy and the Private Economy

本文考察了我国当前不同所有制经济在市场竞争各个方面的平等 (不平等)环境,认为改革至今,市场环境在公、私经济之间已经没有一边倒的总体倾向性。不公平竞争是存在的,但它在不同领域不同方面的表现很不相同。私营经济在市场进入和中小企业融资方面仍然处于劣势;国有经济则在劳动力成本、税收和非税社会负担方面仍然处于劣势。总体看,竞争环境的差距在缩小,一个多种经济成分平等竞争的市场环境正在形成中。

This paper examines the market environment, of economies with different ownerships in all aspects of the competition, concluding that the market environment between the public and private economy has an one-sided tendency since the reform. Unfair competition truly exits, but it has different performances in the different aspects and areas. Private sector of the economy is still at a disadvantage in market accessing and financing for SMEs, so is the state-owned economy in labor costs, taxes and non- tax social. On the whole, the gap between different competitive environments is narro- wing, and the market environment with various sectors and fair competition is forming.
