Effectiveness of Heilongjiang Reclamation offshore construction,problems and suggestions

近年来,黑龙江垦区实施"走出去"战略,取得了拓展经济合作区域、增强资本运作能力、不断完善管理模式和增加农业种植品种等成效,但存在境外建设资金不足、境外开发人才匮乏和投资环境的不稳定等问题,因此应积极研究加快黑龙江境外垦区建设的对策,包括提升境外资源优化配置能力、破解境外开发资金不足难题、有效降低境外开发各种风险、积极构建境外开发产业体系和打造高素质的开发人才队伍。

In recent years, the Heilongjiang reclamation area implements the＂going out＇strategy, which makes the progress of expanding economic cooperation area, enhancing capital operational ability, improving the administrative mode con/in- t/ally and itwreasing agricultural plant varieties, tlowever, there arc some problems such as insufficient funds in foreign construction, scarcity of talents in overseas development and trustable investment environment. Therefore it is necessary to study countermeasures lo speed up the construction of Hei- tongjiang offshore reclamation area actively, including en- hancing the ability of optimal allocation of outside resources, cracking challenges of insufficient funds in overseas develop- ment, reducing various risks in overseas development effec- tively ,building offshore development industry system actively and building a high-quality development personnel.
