关于河南省土地流转问题的对策思考

近年来,河南省加快了土地流转进程,促进了河南省由传统农业向现代农业的转变,土地流转呈现出地区差异显著、流转主体多元化、流转方式多样化等特点。同时也出现了诸如土地"非粮化"倾向、农民收益有待进一步提高、法律和政策的约束、市场服务机构欠缺等问题,要在确保粮食安全的前提下,提高农民收益,保障农民的合法权益,健全法律法规,完善服务机构等,促进土地合理有序的流转。

Henan province has accelerated the process of rural land circulation in recent years,which promots the transformation from traditional agriculture to modern agriculture.The circulation shows some characteristics,such as the regional differences,diversification of the subjects and ways of circulation etc..At the same time there is a trend of non-grain,poor farmers＇ income,the restraint from laws and policies,the shortage of market services＇ organization and so on.So we should raise farmers＇ income,safeguard the legitimate rights and interests of peasants,improve the laws and regulations as well the market services＇ organization to promote the reasonable and good order of rural land circulation at the premise of ensuring the safe of grain.
