城乡转型过程中土地征收对失地农民微观福利的影响

The Impacts of Land Expropriation on Landless Farmers' Welfare during the Rural-Urban Transition Process

以武汉市江夏区五里界镇为例,应用AHP-模糊综合评价法分析土地征收对失地农民微观福利的影响。研究表明:①征地对失地农民微观福利的影响总指数为3.42,影响程度较高,其中对失地农民的经济状况、社会保障、生活条件、环境状况和心理因素的影响指数分别是3.18、3.43、3.59、3.69和3.21,对失地农民的经济状况的影响程度相对最低,对环境状况的影响程度相对最高。②城乡转型过程中土地征收对失地农民的福利影响具有个体差异,尤其对女性及59岁以下的中青年农民的影响较大。③受土地资源禀赋状况及短期效应的影响,土地征收对农民经济福利的影响与其被征地面积呈负相关关系。

In this article the Wulijie （a town in Wuhan city） was taken as an example to analyze the im- pacts of land expropriation on landless farmers＇ welfare, using AHP-fuzzy comprehensive evaluation meth- od. Several conclusions can be drawn from this investigation： Firstly, the whole impacts of landless farmers＇ welfare level were 3.42 by land expropriation, and it belonged to moderate positive effects. The impacts which was brought by the land expropriation are different from the economic conditions, social security, living standards, environment and mental factor, were respectively 3.18, 3.43, 3.59, 3.69, 3.21. Among them, the landless farmers＇ environmental welfare has been improved mostly, and their e- conomic condition changed least. Secondly, the differences of farmers＇ individual characteristics had sig- nificant influence on the impacts of landless farmer＇ s welfare. The impacts of land expropriation on the female farmers were strong. And the influences to the young and middle-aged farmers were stronger than that towards aged farmers . Lastly, because the influence of land resources and short-term effect, the im- pacts of land expropriation on landless farmers＇ economic welfare were negatively correlated with the areas of their losing lands.
