自"两基"实现以来,推进基础教育均衡发展已成为教育发展的中长期发展战略,是当前乃至未来十年国家教育工作的重点。本文在明确基础教育均衡发展的内涵及创新推广理论的观点之后,详细分析了"教育均衡发展"作为一种"创新"所具备的五种属性特征,并提出基础教育均衡发展的推进意见。
