海洋文化产业是富有发展潜力的新兴产业,是文化经济学在海洋经济领域应用的具体产物。海洋文化产业是指提供涉海文化产品生产与服务的行业,包括海洋新闻出版发行服务、海洋广播电视电影服务、海洋文化艺术服务、海洋文化信息传输服务、海洋文化创意和设计服务、海洋文化休闲娱乐服务、海洋工艺美术品的生产、海洋文化产品生产的辅助生产、海洋文化用品的生产、海洋文化专用设备的生产。发展海洋文化产业,需要秉承以下原则:提高认识,政策保障;公益优先,经济协同;重视传承,大胆创新;注重共性,打造个性;高雅为轴,通俗为脉;塑造品牌,立足长远。
