Industry Development Trends and Policy Suggestions of Foxtail Millet and Broomcorn Millet in 2013

根据国家谷子糜子产业技术体系信息员上报数据,2012年谷子生产面积略有减少,糜子生产面积持平。谷子糜子受病虫害和自然灾害危害减弱,对平均单产影响较小,但总产略有下降。谷子生产成本中人工成本走高,谷子糜子市场价格创近年来新高。根据上报数据和走访调研分析了2013年谷子糜子发展趋势,并提出加大推进农机农艺配套、统筹杂粮优势区域布局规划、加强优势产区政策支持力度、支持特色产业发展模式、在农牧地区大力发展谷子生产以及强化产业环境建设等政策建议。

According to the data reported by informants of national foxtail millet and broomcorn millet industrial technology system, foxtail millet planting area decreased slightly in 2012, while broomcorn millet planting area was at equal level as 2011. Foxtail millet and broomcom millet were harmed by pests and natural disasters, but the harm was reduced, the average yield was affected weakly, but total output fell slightly. Labor cost of foxtail millet production costs continued to rise, the prices of foxtail millet and broomcorn millet hit a record in recent years. Based on the reported data and investigation, this paper analyzed the industry development trends of foxtail millet and broomcorn millet in 2013, and put forward some policy suggestions, such as promoting combination of agricultural machinery and agronomy, overall planning advantages and distribution of minor cereals, strengthening the policy support of advantageous region, supporting the development model of characteristic industry, developing foxtail millet production in farming-pastoral zone, strengthening the construction of industry environment, and so on.
