中国清洁能源投融资困境与出路研究

Predicaments and Outlets of Investment and Financing on Clean Energy in China

中国生态环境问题日益突出,化石能源日渐匮乏,清洁能源替代传统能源成为必然趋势。然而,近年来中国清洁能源产能过剩、依赖出口、附加值低、技术落后等问题日趋严重,加之美国对中国光伏产品反补贴、反倾销的"双反"措施以及近日我国最大光伏企业尚德电力的破产重整,清洁能源投融资开始出现困难。通过调查和了解国内清洁能源投融资的现状,指出陷入困境的主要原因包括产能过剩、技术瓶颈以及融资困难等,走出清洁能源投融资困境需通过清洁发展机制进行融资、投资技术与研发、向环保企业转型升级、开拓多种融资渠道等途径来实现。

Increasingly prominent ecological and environmental problems in China, as well as the scarcity of fossil energy, are promoting the rapid development of clean energy investment. However, in recent years, overcapacity and overheated investment in this field have led to investment and finan- cing predicament. The replacement of clean energy over traditional energy sources is an inevitable trend. By investigating and understanding the current situation of the domestic clean energy invest- ment and financing, we clarify the main reasons for the current predicament-technical bottleneck, ex-cess capacity and uncoordinated market. In order to solve the dilemma, we should implement the fol- lowing measures： improving CDM marketing and exchanging mechanism and opening up domestic CDM markets, investment in technology and R＆D, transition and upgrading to eco-businesses, and developing alternatives for financing and investment.
