The New Public Service Theory: The Reflection and Criticism

新公共服务理论作为一种具有广泛影响的理论,其自身存在不可克服的理论缺陷也存在实践上的困境。从理论和实践两个方面对新公共服务理论进行反思和批判:新公共服务理论没有实现效率价值与政治价值的统一,其人性假设受到现实的挑战,无法超越现有的宪政原则和体制,导致一种责任的悖论;在实践中,政府无法退出实体性事务,公民社会自身存在缺陷,最重要的是新公共服务理论缺乏一个可以操作的组织结构和运作方式。

As a kind of extensive influence theory, the new public service theory not only has insur-mountable theoretical defect but also has plight of practice. This paper makes reflection and criticism of new public service theory is from two aspects of theory and practice. The new public service theory didn＇t solve the problem of the unity of the efficiency value and political value. The human nature assumption is challenged by reality. The theory is unable to transcend the existing constitutional prin- ciple and system which leads to a paradox in responsibility. In practice, the government is unable to withdraw from the substantive issues, and civil society also defects. The most important thing is that the new public service theory lacks an organization structure and operational mode of the operation.
