否决权是宪法赋予美国总统的一项重要的立法武器,总统如何充分有效地运用否决权以制衡国会立法,关键在于总统如何运作。总统对否决权的运作是相当复杂的,总统运用否决权是多重因素的合力作用所导致的。
The president＇s veto power is an important legislative weapon granted by constitution.How to make use of this right effectively depends on the way that President performs it.The operation is quite complicated.It is the multiple factors that make the President to perform this right.
